I’ve been remiss lately at recording my recaps, largely because during summer vacation, when I get home from the council meetings kids are still up and need to be put to bed, by the end of which, I’ve already changed clothes and am nodding off myself. I also missed publishing my preview last council meeting. With the new school year having started, I’m going to endeavor to be more consistent.

You can sign up online to speak at council meetings in person or via Zoom online at this link up to 15 minutes before the scheduled meeting, which is typically at the 7:00 Regular Meeting. You may alternatively share your thoughts by emailing the council members any time at our email addresses here, or by 4:00 PM the day of the meeting at councilcomments@plano.gov. The council meeting will be livestreamed on PlanoTV.org and on the City of Plano Facebook page.

  • Proclamation: Plano Symphony Orchestra and Maestro Hector Guzman are celebrating their 40th anniversary.
  • Proclamation: September 2022 is Hunger Action Month meant to mobilize the public to take action on the issue of hunger.

Items for Individual Consideration

  • Item (1): second of three public hearings on the proposed 2022-23 budget, property tax rate, and Community Investment Program (CIP) (see summary packet here). SPOILER ALERT: at the last meeting, council approved proposing the No-New-Revenue Rate for property taxes for the fourth year in a row. The actual vote on adopting that tax rate will occur at the council meeting on Monday, September 12th.
  • Item (2): modify the provisions for the Heritage Tax Exemption whereby historic properties can receive a property tax break to provide more flexibility for applicants, but having the Heritage Commission consider appeals, eliminating an appeal process to City Council.

  • Item (c): $577,523 for Parr Library roofing and waterproofing replacement
  • Item (d): $600,205 for 69 Cisco network switches to provide data and voice connectivity to computers, phones, and wireless access points throughout city facilities
  • Item (e): $540,601 for building access control system upgrades which will provide an opportunity to consolidate two access control systems into one, and to enhance cybersecurity by allowing city badges to be used for Multi-Factor Authentication (MFA) to sign in to computer systems
  • Item (k): updated City Council Meeting Rules of Procedure
  • Item (o): approve a negotiated rate settlement between the 181-city Atmos Cities Steering Committee and Atmos Energy
