Plano City Council Preview – December 7, 2021

Normally, council meetings are on the second and fourth Mondays of the month, but they get shuffled around for the holidays (and in July), and our first council meeting of December is on Tuesday, and happens to fall on the 80th anniversary of the attack on Pearl Harbor. This was the original occasion to #NeverForget, so let us never forget.

The most significant item on the agenda is the Haggard Farms rezoning request.

You may alternatively share your thoughts by emailing councilcomments@plano.gov by 4:00 PM the day of the meeting or emailing the council members any time at our email addresses here. Items for Individual Consideration

  • Item (1): Update the City’s Policy Statement for Tax Abatements. A Tax Abatement is a break on property taxes for some defined number of years for new improvements made by a company. I’ve always said this makes sense, as improving a property shouldn’t be punished with higher taxes, as an improved property doesn’t increase the cost of city services. However, as I brought up at a recent council meeting, I believe the same principle should extend to everyone–not just large companies and projects.
  • Item (2): Haggard Farms – request to rezone 142.5 acres at the southeast corner of Spring Creek Parkway & Parkwood Boulevard for a new Urban Mixed Use development (Zoning Case 2020-032)
  • Item (3): Haggard Farms also – request to rezone 8.2 acres north of Windhaven Parkway, and West of Spring Creek Parkway pursuant to the Urban Mixed Use development described above in Agenda Item (2). This is the Chris Cuomo of the Haggard Farms rezoning requests–it’s smaller and less significant, and will succeed or fail with its bigger brother’s success or failure. (Zoning Case 2021-023)

  • Item (b): $1,422,287 for HVAC replacement for the Plano Event Center
  • Item (c): $2,715,655 for 5 years ($543,131 per year) for residential Trash and Recycling carts
  • Item (d): -$148,806 (a decrease) for the Collin Creek Culvert (for those of you wondering, yes, when there’s a decrease I deduct it from the total calculated above)
  • Item (e): $2,332,517 for Stop Loss coverage for Human Resources (provides protection for any individual health insurance claim over $250,000)
