Two big announcements:
  1. This council has never had a meaningful discussion on density. That changes Monday. See details below
  2. In other news, I have posthumously declared Sean Connery to be King of Scotland. This has the same force of law as the media’s declaration of the outcome of the 2020 U.S. Presidential Election while there is pending litigation, votes are uncertified, and the meeting of the electoral college has not yet taken place

  • Item (1): rezoning at Legends at Chase Oaks apartment complex to add 124 more apartments and renovate 346 existing apartments
  • Item (2): proposed clarifications and improvements to the Urban Mixed-Use and BG, Downtown Business/Government District zoning classifications [Staff is requesting that this be remanded back to Planning & Zoning]
  • Item (3): update city code of ordinances to apply the previously approved drainage rate increases and calculation changes
  • Item (4): adoption of the city’s 2021 Legislative Program


Notable Consent Agenda Items

Total of $840,410 of your money in proposed expenses

  • Item (g): a decrease of $78,314 to return unused funds from the West Spring Creek Parkway Service Roads Reconstruction and Water Line Replacement, which came in under the latest approved budget
  • Item (i): $55,628 for lead remediation at the Plano-Richardson Police Training Center due to elevated Blood Lead levels in three employees who spend increased time at the range
  • Item (k): approval of Downtown Plano Public Improvement District (PID) Assessment Plan and Service Plan
  • Item (o): approve the City’s official Public Funds Investment Policy (Spoiler Alert: it’s extremely risk-averse)
