The Bottom Line (Ironically, at the Top)

IMO, the most notable thing on today’s agenda is a resolution asking the Texas Legislature to finally raise the 9-1-1 wireless fee, currently $0.50/month, unchanged for nearly 30 years, to sustain Next Generation 9-1-1 infrastructure across a region projected to grow from 8.7 million people to 12 million in the next 25 years. That’s a lot more 911 calls. This is a reminder that boring-looking resolutions sometimes matter most. A $0.50 fee frozen since 1997 is a policy choice–just a passive one, made year after year.

The Court will also hold a public hearing on a lot-line re-plat. On the consent side, two Frisco trail projects together total $2.52M in bond funds, and a $100,000 budget adjustment unlocks committed reserves for unanticipated court expenses.

  1. NCT9-1-1: Resolution for 9-1-1 Fee Adjustment and Sustainable Funding Model. This resolution is to urge the state legislature to increase the statewide wireless 9-1-1 service fee and establish a sustainable funding model for Next Generation 9-1-1 (NG911) infrastructure. The current $0.50/month wireless fee that funds 9-1-1 has been frozen since 1997. At the time, a Motorola flip phone was a status symbol. The agenda attachment documents a $75.9 million statewide deficit in 2022, projected to hit $112.9 million by 2027. The Legislature mandated the NG911 upgrade by 2025 but never funded ongoing operations—another unfunded mandate. Only seven states charge $0.50 or less. This resolution declares: “The math isn’t mathing.”
  2. Public Hearing: Re-plat of Lots 5R and 6R of Pham Estates. The owner wants to re-align lot lines between two parcels. Routine replatting.
