Items for Individual Consideration

  • Item (1): grant a Specific Use Permit (SUP) for Martial Arts Studio near Capital Avenue and N Avenue
  • Item (2): rezone 5.2 acres near J Place and SH 190 for multifamily with a maximum of 325 units
  • Item (3): rename Oak Point Park Nature and Retreat Center to the radically different The Nature and Retreat Center at Oak Point Park
  • Item (4): extend Plano’s Franchise Agreement with CoServ Electric for one year until June 9, 2024 while a new Franchise Agreement is being negotiated. The quarterly franchise fee is based on 4% of the Gross Revenues during the preceeding quarter, which is anticipated to be approximately $1,100,000 this tax year
  • Item (5): repeal the prior approved Interlocal Agreement (ILA) with DART and replace with a new ILA to receive up to $28,437,000 in reimbursements from DART for Public Transportation or Complementary Transportation Service projects

 

Notable Consent Agenda Items

Total of $6,446,447 of your money in proposed expenses

  • Item (c): $4,557,845 for removal and replacement of approximately 16,244 square yards of reinforced concrete pavement, 3,688 linear feet of 8” water line, 9,198 linear feet of 6” water line, 200 linear feet of 4” water line, sidewalk, driveways, and barrier-free ramps (that’s around 2.25 miles of water line replacement)
  • Item (i): approve an ILA with the North Texas Municipal Water District for the use of our reclaimed water from the Rowlett Creek Sewage Treatment Plant. This item was pulled from the agenda more than a year ago pending questions about our rights to our reclaimed water
  • Item (j): issue approximately $108 million in bonds, which were authorized by voters in the 2021 Plano elections to be used for street, park, public safety facilities, municipal facilities, and library projects
  • Item (k): issue approximately $9.1 million in tax notes (a debt instrument not subject to the same hurdles as bonds) for technology projects planned in the 2022-23 Community Investment Program (CIP)
