July Double Feature! Monday, we’ll have a regular council meeting, then Wednesday we’ll have our preview of the budget. Also, for those who like to look for my Easter Eggs in the Consent Agenda, I’ve included a little more commentary than usual.

- Item (1): zoning request to increase the maximum number of children allowed under Specific Use Permits for Day Care Center and Private School at the southeast corner of Legacy Drive and Ohio Drive
- Item (2): (this is to be eligible to receive HUD money) resolution to adopt the 2024-2025 Action Plan, including the summary of Community Development Block Grant and HOME Investment Partnerships Program activities and proposed use of funds for program year 2024-2025
- Item (3): resolution to authorize a Substantial Amendment to the 2019-2020 Action Plan for the use of U.S. Department of Housing and Urban Development Community Development Block Grant funds
- Item (4): first reading of an ordinance to grant CoServ Electric a non-exclusive franchise to use public rights-of-way in Plano
Notable Consent Agenda Items
Total of $20,414,851 of your money in proposed expenses
- Item (b): $8,487,072 (!!!) to replace the restroom buildings and lighting for eight ballfields at Enfield Park. The restroom buildings currently have two stalls each for the male and female buildings, and will be rebuilt to include five stalls each to meet demand based on park usage. And yes, you bet we’re still going to keep the female and male restrooms separate
- Item (c): $4,123,775 (!!) for the rehabilitation of approximately 9,733 linear feet (give or take a quarter-inch) of 6″ to 14″ water mains along Park Boulevard from Preston Road to US 75. Parker Road is all like, “Heh heh, now everyone will be complaining about YOU, Park Blvd! How ya like them apples?!”
- Item (d): $3,622,063 (!) to rehabilitate approximately 10,803 linear feet (give or take half an inch) of water mains ranging from 6” to 12” along Park Boulevard east of US 75. Parker Road is looking super-smug now
- Item (o): to call a public hearing for August 12, 2024, to consider the proposed property assessment (tax) property owners in the Downtown Plano Public Improvement District (PID)
- Item (q): adding pro-rata water curtailment requirements in stage 3 to the Drought and Emergency Response Plan
