Plano City Council Preview – April 22, 2024 – Short-Term Rentals

This is our second council meeting at Davis Library and features two big items:

  1. The long-awaited vote on Short-Term Rentals
  2. In the 4:00 pm Council Work Session, possible action regarding Planning & Zoning Commissioner Bill Lisle. The Work Session will be open to the public, but not televised. Comments of Public Interest will be at the end of the meeting by Zoom, but comments on items on the agenda can be made in person at Davis Library.

Proclamation:  April is National Volunteer Month, recognizing the impact volunteers have on their communities.

Comments of Public Interest: at the end of every meeting, anyone can speak for up to three minutes by Zoom, with 30 total minutes allotted for this segment.

 

Items for Individual Consideration

  • Item (1)Short-Term Rental Zoning Change as passed by Planning & Zoning on April 1st to allow Short-Term Rentals in residential areas, with any number of rooms individually for rent (within code restrictions), with the following conditions:
    • The property has a “Live-In Manager”. Note that the ordinance does not actually require the manager to live there, and it does not need to be the property owner. A designated manager (or operator), identified on the registration, must stay “overnight” (this term is not defined). In a Short-Term Rental with a backyard cottage, the operator could stay overnight in the backyard cottage on nights the Short-Term Rental is rented out, leaving the whole of the main house occupied by the renter(s).
    • No more than one Short-Term Rental may be within 300 feet of another in areas zoned residential. For reference, many single-family homes in Plano have a lot size of around 75 feet x 100 feet (7,500 sq. ft., or .17 acres)
    • Additional Short-Term Rentals within 300 feet may be permitted with a Specific Use
  • Item (2): Short-Term Rental Registration Ordinance

 

Notable Consent Agenda Items

Total of $4,875,054 of your money in proposed expenses

  • Item (b): $1,632,000 to repair 85,000 square feet of sidewalk and 180 barrier-free ramps throughout the city, generally east of Independence Parkway
  • Item (e): $647,129 for 18 months of street sweeping services to keep streets free from debris. This will quadruple the frequency of our street sweeping on major thoroughfares and collector streets from once every two months to twice per month. Street sweeping in Downtown Plano will continue to be once per week
  • Item (h): $515,533 increase to current Bridge Repairs contract of $2,362,497 for a total of $2,878,030 for the repair of 43 bridges in this phase throughout the city
  • Item (m): Update to Water Management Plan as required every five years
  • Item (n): Update to Drought & Emergency Response Plan as required every five years
