We’ll have an important discussion about DART. Council meetings are still at Davis Library while council chambers undergo renovation to install the Rancor Pit. This is the last council meeting before we enter The Long, Dark Teatime of the Soul (which means we won’t have another council meeting for the next four weeks, when we’ll have two in one week: July 22nd and 24th; but that doesn’t sound as impressive and doesn’t offer a homage to Douglas Adams).
You can sign up online to speak at council meetings in person or via Zoom online at this link up to 15 minutes before the scheduled meeting, which is typically at the 7:00 Regular Meeting. You may alternatively share your thoughts by emailing the council members any time at our email addresses here, or by 4:00 PM the day of the meeting at councilcomments@plano.gov. The council meeting will be live-streamed on PlanoTV.org and on the City of Plano Facebook page.

Regular Meeting (starts at 7:00 PM)
(Review agenda here) Notable Consent Agenda items are at the bottom of this post.
Comments of Public Interest: at the end of every meeting, anyone can speak for up to three minutes by Zoom, with 30 total minutes allotted for this segment.
Items for Individual Consideration
- Item (1): Resolution to support capping the sales tax revenues for Dallas Area Rapid Transit (DART) at no more than 3/4 of a cent. We currently pay 1 full cent of our sales tax to DART, which will amount to $117 million this year, and we are getting nowhere near that value out of the DART system.
- Item (2): $13,568,203 for the renovation of Tom Muehlenbeck Recreation Center. This was an individual 2021 bond referendum item approved by the voters.
Notable Consent Agenda Items
Total of $4,941,035 of your money in proposed expenses
- Item (c): $1,895,000 for sanitary sewer improvements (apparently the unsanitary sewers are just fine and don’t need improvement)
- Item (e): $1,419,806 to upgrade Traffic Signal local controller hardware and software
- Item (g): Economic Development agreement with Foundry Commercial Holdings for $750,000 which requires them to make real property improvements of at least $21 million
- Item (h): Create the 2025 Bond Referendum Citizen Advisory Committee to review and recommend capital projects for inclusion within the 2025 Bond Referendum scheduled for the May 3, 2025, election
