Collin County Commissioners Court Preview - Shelby Williams for Collin County Commissioner

Collin County Commissioners Court Preview — October 26, 2026

Bottom Line (Ironically, at the Top)

This agenda is light. The biggest item in dollars is a $675.5K renewal of the county’s court-ordered GPS ankle-monitoring contract. If that isn’t enough to put you to sleep, the Court will hold a public hearing on a permit for next month’s Vintage Market Days at Myers Park. Sweet dreams. To rouse you from your sleep, Judge Jennifer Edgeworth will report on her Adult Mental Health Court, which is important, so sit up for that and stay awake. Some grants the Court will vote to receive nearly cancel out spending, so the consent agenda nets out to $108,485.79 of your money.

Logistics

Review the full agenda here. Meetings start at 1:30 p.m. at the Jack Hatchell Administration Building, 4th Floor, 2300 Bloomdale Road, McKinney, TX 75071. Commissioners Court Business

  1. Adult Mental Health Court report: Judge Jennifer Edgeworth (219th District Court) is providing a brief on her program’s accomplishments. Y’all know what a fan I am of specialty courts like the Veterans Treatment Court and Teen Court. This is a pretrial diversion program for those with mental illness or an intellectual disability, run in conjunction with County Court at Law #3. It’s funded by a $529,053 state grant (for this year) that the Court has to accept. This agenda funds three of them: adult mental health ($529,053), veterans treatment ($200,709), and juvenile mental health ($202,929). That’s $932,691 in state money (which is still your money, just from another of your pockets) with no required county match. But it helps keep people from coming back to jail which saves the state, the county, and ultimately you in the long-run. I want to help keep people from deserving to land in jail as much as possible.
  2. Public hearing on a mass gathering permit for Vintage Market Days: This has no fiscal impact. State law requires a county permit for large gatherings like this one, so we’re having a hearing. The market runs November 20–22 at Myers Park & Event Center, with no more than 2,500 people on site at a time. My favorite detail: Get this… Development Services will monitor restroom wait times on day one and based on that can require the promoter to bring in more facilities for day two. Somebody is going to spend a Friday in November timing how long it takes you to pee. Public service takes many forms. #WilliamsWillNot.

Executive Session

Executive session is a closed meeting authorized by Texas law for discussions involving real estate, personnel, pending litigation, or attorney-client matters. Any action taken must return to open session.

  • The Court reserves the right to convene in closed session on any agenda matter under Texas Government Code Chapter 551 (§§ 551.071–551.076), including consultation with its attorneys. No specific topics were separately itemized on this agenda.

Notable Consent & FYI Items

Total of $108,485.79 of your money in proposed expenses

That’s $1,107,318.31 in spending, less $998,832.52 in state grants the Court is accepting.

How to Engage

This is a light agenda, but you’ll find on your ballot a much bigger decision (other than me for County Commissioner). Read the four bond propositions before November 3, and vote. I’m voting for all four because we need it all, desperately.
