The Council Chambers are reopened to the public! We’ll revisit the Tax Credit for the proposed “Affordable Housing”* multifamily development at K Ave & Park tabled last meeting.

Item (1): Application for a Resolution of No Objection for a 4% Housing Tax Credit with the Texas State Department of Housing and Community Affairs for the proposed “Affordable Housing” multifamily complex at K Avenue and Park Boulevard owned by the Plano Housing Authority. This item was tabled at the last council meeting pending clarification of the council’s prior policy regarding letters of Support/No Objection/Objection for Housing Tax Credit applications to the TDHCA. The property is already expected to be completely exempt from property taxes by virtue of it’s ownership by the Plano Housing Authority, though nearly all proceeds from rents will go to the developer and investor

Item (2): Resolution to authorize a Substantial Amendment to the 2019-2020 Action Plan for the use of Federal HUD Grants and Funds to add $1,055,451 in Homelessness Prevention funding and $351,817 in Homeless Housing Assistance, both funded the Federal CARES Act to address homelessness related to the economic crisis resulting from the COVID-19 pandemic

* I always use “Affordable Housing” in quotes because it’s not used to simply address whether housing is affordable–“Affordable Housing” is a term which means Taxpayer-Subsidized Housing, which is a different concept from Housing that is Affordable.
