This is the last Plano City Council meeting of 2021. There will never again be another city council meeting in 2021.
You can sign up online to speak at council meetings in person or via Zoom online at this link up to 15 minutes before the scheduled meeting, which is typically at the 7:00 Regular Meeting. You may alternatively share your thoughts by emailing councilcomments@plano.gov by 4:00 PM the day of the meeting or emailing the council members any time at our email addresses here. Item (1): Renaming of the Parkway Service Center, Police Sub-Station on Robinson Road, Day Labor Center and the property located at the southeast corner of 15th Street and K Avenue (I certainly agree with that last one; “Property located at the southeast corner of 15th Street and K Avenue” is a horrible name).

Item (2): Confirmation of Chris Biggerstaff as the new Chief of Plano Fire-Rescue.

Item (3): Review the Consolidated Annual Performance Evaluation Report (CAPER) describing how the city used HUD funds (Federal Department of Housing and Urban Development) during the 2020-2021 Grant Year. The report is one of the requirements for receiving HUD funds.

Item (4): Change the Campaign Finance Recusal Ordinance by reducing the period of time for which received campaign donations should cause a council member to recuse themselves from 4 years to 2 years. Council had agreed on 4 years a couple of months ago, and then it was proposed to reduce it to 2 years. I spoke against this at the last meeting, but the full council wasn’t present, and so it was tabled. For history on this ordinance, read my article here.
Notable Consent Agenda Items

Item (a): $193,540 for for Water Line Repair Parts for one year with three automatic annual renewals, for a total cost over four years of $774,160.

Item (b): $849,500 for 500 bodycams, hardware, migration of existing data, unlimited data storage for all bodycams and in-car systems for a three year contract for the Plano Police.

Item (c): $356,633 for furniture for the Davis Library & Joint Use Facility remodel.

Item (e): $1,748,353 for radio equipment, installation, and support for 5 years for the Joint Radio Communication system shared for public safety with Allen, Wylie, and Murphy (who, yes, are paying their fair share, unlike those dastardly rich and the corporations).

Item (f): $533,081 increase (roughly 10 percent) to the Davis Library & Joint Use Facility for additional improvements to the Hardy Room and the public restrooms. These are budgeted in the 2022 Capital Maintenance Fund, but if we address it “while we’re under the hood,” so to speak, we’ll save a little time and money, not leastways because inflation just hit a 39-year high (that’s right, think Jimmy Carter).

Item (l): Update to Noise Ordinance (again) to allow entertainment venues to apply for a permit to allow them to reach permitted daytime decibel levels between 10:00pm-midnight on Friday and Saturday nights, and New Years Eve. The permitting process requires a sound impact study and provides notice to all property owners within 500 feet, and all known Homeowners Associations within 1,500 feet.
