These grants, under Chapter 380 of the Texas Local Government Code, are considered by council to incentivize businesses to expand or move to our city when it is expected it will provide a net benefit to the city in terms of high-paying jobs, tax revenue, or both

Land acquisition of the Plano Pawn Shop under eminent domain for DART’s Silver Line. I have asked this to be pulled from the Consent Agenda to be discussed during items for individual consideration

Consideration of an “Ordinance of Necessity,” which is one of the required steps in the Eminent Domain process, to acquire several easements to facilitate road construction/widening

Consideration of a resolution to call for a public hearing on the creation of the Collin Creek East Public Improvement District (PID). This is only the to consider calling a public hearing to discuss the PID; nothing else will be approved at the meeting. A PID is a mechanism to levy a property tax assessment on properties in a defined area in order to fund public improvements which accrue to the benefit principally of those properties. In this way, folks on the other side of town won’t be on the hook to pay for public improvements at the Collin Creek site, which are to the benefit primarily of the businesses and residents at the Collin Creek reconstruction
